ICA requires that any supporting document not in English be accompanied by an official English translation. ICA explicitly accepts translations done by an embassy or notarised by a Notary Public in Singapore or Malaysia. Since October 2019, notarised documents must also carry SAL (Singapore Academy of Law) authentication to be valid.

For example, if you submit a Malaysian birth certificate as part of a PR application, you must also submit a certified or notarised English version alongside the original. The specific tier required — certified or notarised — depends on the wording in your ICA letter, not on the document type itself.

Can I combine notarised translation with apostille in one order?

Yes. If you know you’ll need both notarised translation for a Singapore submission and apostille or MOFA attestation for an overseas authority, we plan the full workflow at the start. This avoids duplicated steps and is typically faster and cheaper than ordering each service separately.

Do I need MOFA attestation if my document is already notarised in Singapore?
No. If your translation is notarised in Singapore, MOFA attestation in Putrajaya is generally not necessary, because the notarisation is already valid within Singapore’s jurisdiction. MOFA attestation is mainly needed when a Malaysian document is used directly in a third country outside Singapore.
Is Malaysia part of the Apostille Convention?

Yes. Malaysia has formally acceded to the Hague Apostille Convention, allowing Malaysian public documents to be authenticated via apostille issued by Wisma Putra (the Ministry of Foreign Affairs) rather than requiring full embassy legalisation, for use in other Convention member countries.

Is Singapore part of the Apostille Convention?

Yes. Singapore acceded to the Apostille Convention in January 2021, which came into force in September 2021. The Singapore Academy of Law (SAL) is Singapore’s designated Competent Authority for issuing apostilles and authenticating notarised documents.

What is SAL authentication and when is it required?

SAL authentication is the verification stamp issued by the Singapore Academy of Law validating a notarised document for official Singapore submissions. Since 1 October 2019, ICA requires SAL authentication on all notarised documents — a notarisation without it will be rejected. We include SAL authentication in every notarised translation order.
